Дмитрий	bb22c8325d	fix(lead-router): R-12 — remove balance_leads from eligibility filter ... balance_rub is the only balance used after Spec A Phase A. LeadRouter SQL still referenced legacy balance_leads in OR clause — would crash on Spec B Phase B DROP COLUMN. Filter now only checks balance_rub.
